The Governor of Plateau state, Rt. Hon. Simon Bako Lalong has expressed delight on the appointment and swearing-in of the Justices of the Court of Appeal, which included, a Judge from the Plateau State High Court, Hon. Justice Muhammad Ibrahim Sirajo.
In a press statement signed by, Dr. Makut Simon Macham, his Director of Press and Public Affairs, dated, 28th June 2021, Governor Lalong, described the elevation of Hon. Justice Sirajo, “as well deserved because, he has distinguished himself in the Judiciary over the years”.

He said, “having risen through the ranks to be called to serve at the second highest Court in the land, Hon. Justice Sirajo, “sustained his profile as a firm, fair, fearless and honest Judge, who has dispensed justice to all manner of people according to the law and good conscience”.
Governor Lalong who spoke shortly after witnessing the swearing in of Judges of the Court of Appeal at the Supreme Court Complex in Abuja also advised the newly sworn in Justices of the Court of Appeal to continue to uphold justice and avoid any act that can tarnish their image and that of the Judiciary.
Lalong said, “The reform of the Judiciary will continue to demand serious engagement and action between members of the Bar and Bench, as well as, other Nigerians, who must submit to the rule of law and democratic tenets.

David Ajang as the Bishop of Lafia”.

Adding that, “Having worked closely with him, as the Chaplain of the Government House Chapel in Jos for the past six years, I can testify about his deep passion for the salvation of the souls of men.
“Indeed, he has endeared himself to our hearts through his kindness, love for God and humanity. Bishop David Ajang is a man who undertakes his spiritual calling with utmost humility and the fear of God”.
According to the press statement from the event signed by Dr. Makut Simon Macham, the Director of Press and Public Affairs to the Governor, dated, 24th June 2021, Governor Lalong charged the Bishop never to cease praying for the country saying, “My Lord Bishop, please continue to uphold Plateau and Nasarawa States as well as the entire nation in prayers for peace, security and prosperity of the land. You contributed a lot to the restoration of substantial peace and security in Plateau State by prayers and godly counsel. Please do not relent to offer same to my brother, the Governor of Nasarawa State His Excellency Governor Abdullahi Sule who by the way is another “Jos boy” on loan to Nasarawa”.
Governor Simon Bako Lalong and his Nasarawa State Counterpart, Engr. Abdullahi Sule, were among thousands of guests that joined the Catholic faithful for the ordination of, Most Revd. David Ajang, as Bishop of Lafia Diocese.
Governor Abdullahi Sule, congratulated the new Bishop and assured him of the support and collaboration of the Government and people of Nasarawa State, whom he said are looking forward to a wonderful experience during his tenure.
Governor Sule said, “The State will benefit from his experience and knowledge, having left a good legacy in Plateau State where he held several positions in the Church including Chaplain, Government House Chapel Jos before his appointment as Bishop”.
He also called on religious leaders to pray for the nation and give good counsel to help those in position of leadership to serve the country dispassionately.
Papal Nuncio, Most Revd. Antonio Fillipazzi performed the ordination in line with the tradition and protocols of the Catholic Church.
Arch Bishop of Jos, Mathew Ishaya Audu, who is the immediate past Bishop of Lafia, addressed the congregation for the last time and appreciated them for their support and players during his term as Bishop. He asked them to extend same to the new Bishop.
The new Catholic Bishop of Lafia Diocese, Bishop David Ajang has pledged to promote peaceful coexistence not only in the diocese, but the country at large.
Bishop Ajang, gave this assurance Monday, shortly on arrival in Lafia the Nasarawa State capital.
Bishop Ajang, was received by a mammoth crowd of members of the Catholic faithful, led by Most Rev Ishaya-Audu, who has also been elevated to the position of Metropolitan Archbishop of Jos, Plateau state.
Addressing Journalists after a rousing welcome by the Catholic faithful in Lafia, the Bishop elect, expressed gratitude to all those, who turned out to receive him.
Ajang explained that, he felt highly emotional as a result of his elevation and posting as Bishop of Lafia Diocese, given the fact that, he spent 27 years in Jos Diocese since his ordination as a priest in 1994.
The new Bishop commended his predecessor’s peace initiatives and promised to collaborate with relevant authorities to continue to sustain peace in the state and the country at large.
He urged every family to rise up to their responsibilities of inculcating discipline in their children with a view to restoring the lost values, which responsible for present moral decadence being witnessed in the country today.
The bishop pledged to also collaborate with other religious and traditional leaders to further promote peace and unity of both Christians and Muslims faithful in the state.
In his remarks, Most Rev Ishaya-Audu, commended members for their support to him in the last 20 years and urged them to extend same gesture to the new Bishop.
It should be of note that, Ajang, became the second Bishop of the 20-year-old Lafia Diocese, after Matthew Ishaya-Audu, who was the Bishop since 2001.
As part of the activities for the Grand Reception and Thanksgiving Mass in honour of the President, Court of Appeal Justice, Monica Dongban-Mensem, Plateau State Governor Simon Bako Lalong also hosted a golf kitty to mark the event.
Governor Lalong who performed the Tee-off at the Lamingo Golf Club in Jos alongside the Court of Appeal President and Captain of the Lamingo Golf Club, Hon. Joe Bukar, said, the game of golf presents an avenue for relaxation and fitness for people, especially, those who are involved in strenuous activities.

Lalong said golf has grown on the Plateau and has attracted more players, enthusiasts and tourists into the State especially with confidence and peace substantially restored by the Rescue Administration.
President of the Court of Appeal, Hon. Justice Monica Dongban while appreciating the Governor for hosting the golf kitty in her honour, also expressed her love for the game, which she said enhances not only the fitness of players, but also their mental capacity.
Justice Monica Dongban urged more people to consider the game of golf as part of their recreational activities, and also endeavour to keep fit which enhances healthy lifestyle and reduces illnesses.

Also in the week under review, the Management of one of the newly approved private Universities in Nigeria, Karl Kumm University (KKU) Vom, Plateau State, expressed deep appreciation to the Governor for his support to the realization of the dream of the University.
The Management Team led by the Chairman, Board of Trustees and Executive Secretary Tetfund Prof. Suleiman Elias Bogoro, were at the Government House Rayfield Jos along with, the Chairman Governing Board, Prof. Ochapa Onazi and COCIN President Rev. Dr. Dachollom Datiri.
In his remarks during the visit, Bogoro said, the Governor played many roles on the scene and behind the scene to ensure the dream of the University comes to fruition after many years.
According to Plateau State Government press statement signed by Dr. makut, Bogoro said, “Governor Lalong apart from granting the Certificate of Occupancy for the institution, also fulfilled the promise of his predecessor for the construction of the University Library by the Plateau State Government, which is almost completed.
“He also interfaced at various times with the Federal Ministry of Education, the National Universities Commission and the Presidency towards the approval for the school”.
Adding that, “the approval of the University is a dream come true for the COCIN family as it has many years of experience in providing quality education for Nigerians, who have gone to make a mark in different fields both within and outside Nigeria”.
According to the statement, Governor Lalong, while welcoming the delegation said, “the establishment of Karl Kumm University is a great development for Plateau State as it deepens the rich educational history of the State, which has groomed many great minds that have made the nation proud”.
Adding that, “the Plateau State Government will continue to support KKU to take off and stabilize because it presents great opportunities for the growth and development of the State and Nigeria as a whole”.
The Governor said at the time when Nigeria is need of character reformation and education that, provides skills and innovation, KKU was well positioned to chart this course and raise leaders that will make Nigeria great.
In another development, Governor Lalong and the good people of Plateau State, celebrated HON. JUSTICE DONGBAN-MENSEM, at the “NIGHT OF GLAMOUR”.
It was a night of glamour, entertainment and tributes as the activities marking the Thanksgiving Mass and Grand Reception in honour of the President, Court of Appeal Hon. Justice Monica Dongban-Mensem came to a climax with a dinner at the New Government House, Little Rayfield Jos.
The grand reception organized by the Plateau State Government was preceded by a Thanksgiving Mass, which took place at the St. Monica’s Catholic Church in Rantiya, Jos.
According to the press statement signed by Dr. Makut, the event attended by the cream of the Legal profession from the Bench and the Bar featured the display of the rich cultural heritage of Plateau State, with performances of some exotic dances and displays by renowned cultural groups in the State.
Governor Lalong, while speaking at the dinner said, the State Government decided to celebrate Hon. Justice Dongban-Mensem, not only because she is from Plateau State, but simply to demonstrate that charity really begins at home and also buttress that, her journey to the top started from the State.
He said, “We also want her to know that we appreciate the enormity of the burden laid upon her shoulders in leading her colleagues at the Court of Appeal in the task of delivering justice and interpreting the laws of the land. Ours is to assure her that we shall continue to stand behind her and pray for her to discharge this duty with excellence and the fear of God”.

GOVERNOR LALONG EXCITED OVER RELEASE OF REV. POLYCARB ZONGO
Plateau State Governor Simon Bako Lalong has expressed excitement over the release of Rev. Polycarb Zongo of the Church of Christ in Nations (COCIN) Wild Life Park, Jos, who was abducted by insurgents last year October, 2020.
Lalong said the release of the clergyman and other abductees is an answer to the prayers of the Church and other people of goodwill which affirms that God does not abandon his people even at difficult moments.

Lalong praised all those who played various roles in facilitating the release of the clergyman, as well as thosea who showed concern to the family and the Church, saying this is the solidarity and humanity that is needed to overcome the insecurity and intolerance in the country.
Governor Lalong wishes Rev. Zango well as he recuperates from the emotional and physical trauma he has undergone. He also urges him to remain strong and use his ordeal to encourage and motivate the people towards trust in God and respect for humanity.
He also sends his special goodwill to the family of Rev. Zongo, the COCIN family and its President, Rev. Dr. Dachollom Datiri, urging them to continue to pray for God’s intervention in the affairs of the nation and interceed for other people in similar circumstances as well as upholding the security agencies as they continue to battle the insurgents.

You would recall that, REALITY had published an investigative report on Crispan Hotel, which was recently commissioned in Jos, Plateau State, Nigeria, by the State Governor, Rt. Hon. Simon Bako Lalong, in which the report clearly showed that, the Hotel was not the property of the State Governor nor are there indications that he has a share in the business of the Hotel.
It was also stated as a frank view in the earlier report that, Crispan Hotel in Rayfield, Plateau State is a classic and a direct replica of standard Hotels that can be found in any other cities like, Lagos, Port-Harcourt or the Federal Capital Territory (FCT) Abuja.
The Hotel, from all known perspectives, has all the known first class facilities that would make a customer “feel at home, out of home”. Accompanied by the level of service delivery by the Hotel’s recruited professional staff, words alone, according to REALITY’s earlier report, “cannot express the pleasure within”.
The Conference Halls in the Hotel and the space it has to accommodate huge numbers of cars also brings to mind, more of tourist attraction need for the state.
The projected huge capital outlay for the project on the other hand has attracted more of finger pointing in order to detect its rightful owner and that is where the name of the incumbent Governor is constantly mentioned.
INSIDE CRISPAN HOTEL
Many have however, opined that, no other person than the class of a Minister, Governor or a Military General (serving or retired) would own Crispan Hotel.
However, with further investigative industry put into the matter, REALITY has been confronted with more refined facts.
For reasons of insecurity and high level of kidnappings in the country, this report would not mention names like in the earlier report.
First, it is gathered that, the owner of the Hotel in question is an elderly man of over 70 years of age, who has been toiling for success all through his life and Crispan Hotel, Jos, now becoming a major turning point.
Secondly, he has no partner in the business as the business, which is still a “Work-In-Progress” from starting to its present state are his sole efforts, those of his immediate family and close aides.

Contrary to earlier report, the land on which the Hotel is sited was bought by one of the sons of the owner for him, while he was in India on health grounds.
REALITY gathered that, the Indian trip made by the owner, was his first journey out of Nigerian soil and so, he has no dollars or pounds starched anywhere, apart from his savings in Naira, which he invested in developing the edifice now Crispan Hotel, Jos.
The owner, the buyer’s father, only Okayed the land deal, when he found out that, the land would fit into his future plans. One of which is Crispan Hotel, and he had to obtain a loan from a Bank to settle the purchase.
REALITY gathered that, in the course of developing the Land, the owner of Crispan Hotel Jos, allegedly suffered several financial losses caused by those he has allegedly trusted.
Some of the structures, apart from been inadequately raised or erected based on expected and specified designs and fittings, the advances made by the owner seem to have became irretrievable of late.
More also, REALITY investigation showed that, the Swimming Pool in the Hotel is currently being handled by a new contractor, after a major lose of hope of recovering the alleged earlier advance made for it.
On the Three (3) brothers that REALITY reported to have handled the Hotel project, new facts indicates that, the issue of lack of trust crept in and so, the owner had to terminate their engagement and brought in new contractors, who have been handling the project to date.
You would recall that, in the earlier published investigation by REALITY, it revealed that, most visitors to the Hotel lately, only come to see and then package their disappointments, displeasures and insults on Governor Lalong.
Many have also question what value the business (Hotel) is adding to the masses in the state and the country at large, if actually it is owned by the state Governor.
The climax of these suspicions and assumptions came with the Constitutional Review Exercise recently conducted by members of the Upper/Lower Chambers of the National Assembly at the Hotel.

The huge land space, on which the Hotel is built, was bought or acquired by the owner of Crispan Hotel, over Four years ago from its owner.
The land was bought below, Five Hundred Million Naira (Documents Available).
The Hotel was contracted to, designed and built by Three (3) blood brothers. One is an Architect. The second, a trained Engineer and the third, a bricks builder (Blocks) and dealer on building materials.
The Three of them have built houses for several top personalities in the country. REALITY can authoritatively state.
The owner of Crispan, is rich in Dollars, Pounds and Naira, to the tune of Billions and that, this Hotel in Plateau State, Rayfield, is one among the Seven (7) Crispan Hotels he has across the country of such standard, excluding abroad.
Treasure INN, which is now enveloped in the new structure, was bought with close to N250 Million some years ago from its owner, Jossy, years back.
The Hotel is adding value to the state, looking at its staff strength and the attraction of visitors it is currently pulling.
The Hotel is estimated to have cost close to N2.1 Billion at the state it is right now.
Governor Simon Lalong of Plateau State has expressed disgust over the murderous incident, which occurred on Sunday night in Sabon Layi Kuru, in Jos South Local Government, which left 12 people dead and 5 persons critically injured.
The Governor, who also expressed distress over the killings of the innocent citizens said, “These unprovoked and isolated attacks on soft targets must be stopped at all cost, as the State Government will never allow few criminal elements to create fear in the hearts of the citizens”.
In a press release signed by, Dr. Makut Simon Macham, the Director of Press and Public Affairs to the Governor, dated, 14th June, 2021, Governor Simon Lalong has also appealed to citizens of the state, to increase surveillance and intelligence gathering as well as collaborate with security agencies to foil such attacks, “which are carried out in a hit and run fashion by criminals, who are bent on disturbing the peace of the State”.
Governor Lalong stated this during his visit to the scene to commiserate with the families of the victims and the Kuru community in Jos South LGA.
The Governor, who was represented by the Secretary to the Government of the Plateau State, Prof. Danladi Atu, condemned the attack describing those behind it as cowards who have no courage to face their victims for whatever grievances they might harbour against them.
He said, “irrespective of the motives behind the killings, the Government is treating it as a purely criminal activity and has directed security agencies to swiftly investigate, pursue, and arrest the perpetrators, who must face justice”.
Atu, who announced a donation by the Government for the treatment of those injured and the burial of the deceased, said the Government is injecting more equipment into the security apparatus to enhance their rapid response in crime prevention and investigation.

The Secretary to the Government thereafter held a meeting with the Gwom Rwei Kuru District, Da Patrick Mandung, community and youth leaders as well as the Management Committee Chairman, Jos South Local Government Area Hon. Gideon Dandereng who all appreciated the Government for its quick intervention and visit, promising to intensify intelligence gathering and fully cooperate with security agencies in unraveling those behind the killings.
They said despite the ugly incident, the spirit of the people will never be broken and their hospitality and tolerance will not change as they remain a peaceful community who embrace all people irrespective of their backgrounds and harbour no grudge against anyone.

Coming about a week since marking the 6 years of this administration in office, the day therefore gives us the opportunity for sober reflection and assessment of our democratic journey. While we relish in the successes that we have achieved so far, we need to also look at the challenges we face in the journey towards nation building.
You are all aware of the successful elections that returned us into office in 2019 under the platform of the All Progressives Congress (APC) when you unanimously renewed our mandate based on the scorecard of our achievements in the first term. I shall also use this commemoration to highlight some of our achievements in the first two years of our final term in office and also share the aspirations going forward.
Fellow citizens, shortly after re-electing us into office in 2019, we recast the vision of the APC-led Rescue Administration from a 5-pillar mandate to a three-pillar mandate. Our concentration since then has been on Peace, Security and Good Governance; Infrastructural Development; and Sustainable Economic Rebirth.
To fine-tune our implementation plan, we engaged the famous Boston Consulting Group to develop a Strategic Development Plan to guide the programmes and projects of the Government. The report submitted reaffirmed the need for us to focus on key areas of comparative advantage such as Agriculture, Tourism and Mining among others for rapid development of the State. Let me therefore highlight some of our efforts in the last two years.
PEACE AND SECURITY
Peace and security has remained the key priority of the Rescue Administration for the simple fact that it is the baseline for attaining development in any society. Upon assuming office, we inherited a State that was fractured by litany of crises that led to the loss of lives and properties. To bring this to an end, we adopted a new approach including creating the Plateau Peace Building Agency to foster dialogue; forgiveness; the dismantling of barriers to peaceful coexistence; as well as swift and decisive response to crimes and criminals.
In the past two years, we have taken several measures to consolidate on the substantial peace and security that have returned to the State. Apart from strengthening the Plateau Peace Building Agency, we inaugurated the Plateau State Inter-Religious Council, consisting of respected leaders of the two dominant faiths and respected traditional rulers to wade into any area of potential crises for prevention and reconciliation.
In line with the yearnings of the people, we restored Chiefdoms and Districts that were erroneously scrapped by the previous administration, in order to restore people’s confidence through justice, equity and peaceful coexistence. To date, the Rescue Administration has restored 2 First Class; 6 Second class; and 10 Third Class Chieftancy Stools.
We also adopted the Community Policing Initiative after a thorough engagement with key stakeholders who agreed with Government that grassroots approach to security is the best way to stop crimes and identify criminals. Consequently, we trained and deployed 529 Community Police Constables to the 17 Local Governments of the State.
We also initiated the Security Surveillance System that is also grassroots-oriented and commissioned the first Surveillance Centre at Dutse Uku, Jos-Jarawa. Work is ongoing on the next one in Bauchi Road which we hope to complete and deploy sooner than later.
To further strengthen the Operation Rainbow and support other security agencies, we purchased 50 security patrol vehicles and 200 security motorcycles to boost their capacity for effective response to crimes and distress calls. They will soon be commissioned and deployed. We also signed into law the Anti-Land Grabbing, Kidnapping and Cultism Bill which was passed by the State House of Assembly.
This law takes care of criminals who want to use force, intimidation or clandestine means to take over lands that do not belong to them. It also prescribes stiff penalties including the death sentence for those who engage in kidnapping and other violent crimes and cultism in the State.
The State also secured the approval of the President for the takeover of the Pandam Game Reserve as a National Park to be run by the National Park Service. This will also enhance the security and economic fortunes of the Reserve which has become a hideout for criminals. Let me emphasise that contrary to insinuations, this takeover is not a loss to Plateau State, but an attraction of investment in billions to develop and manage the Park for tourism and other economic activities.
Despite our efforts, we have recorded sad developments of isolated killing of innocent citizens in various parts of the State. in the last two years, such cases were recorded in Kulben, Mangu LGA; Kwatas in Bokkos LGA; Foron in Barkin Ladi LGA; Kwall in Bassa LGA; and recently in Dong in Jos North and Kwi in Riyom LGA among others. Some of the perpetrators have been arrested while the manhunt for others is continuing. We shall not rest until they are brought to justice.
GOV LALONG PRESENTING HIS SPEECH
GOOD GOVERNANCE
Within the last two years, we have extended the frontiers of good governance in the State with more prudence in the management of the scarce resources. We have improved the Budgeting Process in line with best global practices and adopted the State Fiscal Transparency Accountability and Sustainability (SFTAS) Programme for Results. This has enhanced Citizenship Participation in the Budgeting Processes.
The Project Monitoring and Result Delivery Office (PMRDO) was also established to track, monitor and evaluate the implementation of Government programmes and projects in line with timelines and set targets. So far it has performed well in ensuring that public resources deployed, achieve the outcomes envisaged and give value to the people.
We also continued the implementation of the Treasury Single Account (TSA) to aggregate the inflow and outflow of public resources for easy management and accountability.
With the re-invigoration of the Efficiency Unit and the Liquidity Management Committee, we have also done a lot to ensure that wasteful spending is eliminated while all resources are channeled towards areas that will yield profit for the State. The efficiency unit has so far saved the State about 3 billion naira annually.
At the State Executive Council, we have pooled the MDAs into Clusters for ease of administration, synergy and effective performance. This has resulted in greater peer review, aggregation of collective strengths, identification of weaknesses, timely service delivery and response to governance issues.
Greater accountability and transparency is also being pursued in the civil service through the BVN to track those who are shortchanging Government. Already, about 532 names have been removed from Government payroll after an initial investigation, which revealed inconsistencies in their records. Some had falsified their age or tampered with their records. Others could not appear to answer queries on such records.
Further verification is being carried out by the high powered Committee under the leadership of former Head of Service, Nde John Gobak.
All these efforts have given us recognition nationally and internationally as a Government that cherishes good governance. In 2019, the National Bureau of Statistics named Plateau State as the second least corrupt State in the country. We are not relenting in consolidating on this positive testimony.
Through our Plateau State Information and Communication Technology Development Agency (PICTDA), we have also deployed Information and Communication Technology in all Government businesses which have helped us to improve efficiency, transparency, accountability and compliance to global standards. ICT has indeed become a major feature in e-governance, procurement, training, tracking, monitoring and evaluating Government programmes and projects.
SUSTAINABLE ECONOMIC REBIRTH
Right from our first tenure, the passion to build a solid economic base for Plateau State has remained very paramount. In the last two years, we have continued on the path to building a viable economy through various engagements with the private sector.
In a bid to encourage the ease of doing business in Plateau State, we established the One Stop Investment Centre in Jos with the assistance of the GIZ to remove obstacles in the path of investors that are willing to bring their monies to the State. This has brought various agencies of Government under one roof and facilitated the inflow of new businesses to the State.
To further boost the economy, we facilitated the introduction of a shuttle flight from Jos to Abuja to provide an alternative to businessmen, tourists and visitors who wish to easily connect to the State from the nation’s capital. The flight operated by Max Air has been very successful and continues to bring in more investors to the State.
To further boost our economic fortunes, Government has continued to pay greater attention to revenue generation. This is more so when the resources accruing to the State have fallen sharply due to many factors including the Corona Virus Pandemic. This development puts us in a very precarious position, making it difficult to muster resources for development.
Therefore, we took bold steps towards radically changing our revenue profile. We unbundled the then Revenue Board and signed into law the Plateau State Revenue (Consolidation) Bill 2020 leading to the creation of an Integrated Revenue Administration System. This led to the establishment of the Revenue Council as well as the inauguration of a new Board for the Plateau Internal Revenue Service.
In addition, we have commenced partnership with Compliance Professionals PLC, a tax consulting firm which is assisting us to increase our revenue collection and block leakages.
Our target is that our revenues which have grown from about 600 million Naira when we came into office to an average of 1 billion currently, will rise to over 3 billion Naira monthly.
In terms of empowering our citizens to create jobs and embrace entrepreneurship, the Plateau Small and Microfinance Development Agency (PLASMIDA) has so far in conjunction with the Industrial Training Fund and other partners trained more than 50 thousand youths in various skills and supported them to start businesses which are thriving today.
We have equally built the capacity of our citizens to participate and benefit from various social investment programmes of the Federal Government. At the moment, over 60 thousand citizens of Plateau State will benefit from the 20 million dollars Covid-19 Action Economic Stimulus Program for Result (CARES) that will soon take off.
PHYSICAL INFRASTRUCTURAL DEVELOPMENT
In terms of physical infrastructure, we continued with our determination to complete many inherited and abandoned projects as well as those initiated by this administration. So far, we have intervened in 19 out of the 28 inherited road projects. We have also continued work on the 26 new roads awarded by our administration covering a distance of about 800 kilometres linking various towns and villages across the State.
Some of the roads that have witnessed substantial work include the Mararaban Demshin– Shimankar Road and Demshin-Angwan Dadi–Kalong –Nyak, Angwan Rina–Shargang Road. Substantial portions of the first phase of the Longvel–Yelwa–Mato Junction–Taraba Border Road have been constructed while the Ajikamai road networks have been completed.
Similarly, the construction of Dokan Tofa-Dokan Kasuwa-Ba’ap-Kurgwi with spur to Bwall and Dokan Kasuwa–Lardang–Kwa Road is ongoing. A substantial portion of the road from Kwalla to Kurgwi has been done.
The Rehabilitation of the Langtang–Garkawa– Yelwa Shendam–Longvel Road Project with spur to Laling has also gone far.
Other road projects were captured in the “Operation Zero Potholes” initiative where over 20 internal roads within the Jos-Bukuru Metropolis were reconstructed or rehabilitated covering over 40 kilometres. The roads which were completed on schedule have been in use. Some of them were commissioned in the last two days.
The street lighting project tagged “Operation Light up Plateau” has also been on-going. So far, we have covered a distance of 80 kilometres across the Jos-Bukuru Metropolis with integrated solar powered street lights that have illuminated the city. We intend to continue with other areas once we get more resources.
In terms of water provision, we have intensified efforts to ensure that we give our people access to portable water.
Apart from signing into law the Plateau State Water Sector Bill which gave rise to four agencies for effective management, monitoring and utilization of the water sector, we have constructed and rehabilitated various water treatment facilities and also provided hundreds of hand pumps across the State.
These include the Yelwa Water Treatment Plant; the rehabilitation of Langtang North Water Treatment Plant which was hitherto grounded but now able to supply water to Langtang North; Pankshin Water Treatment Plant; and ongoing construction of a new Treatment Plant and Water Reticulation in Riyom among several others.
In order to ensure that the Judiciary is comfortable to carry out its duties, the High Court Complex in Jos is about 80 percent completed while the Secretariat of the Nigerian Union of Journalists has also been reconstructed to give the media in Plateau State a befitting place to practice.
EDUCATION
Education remains a key priority of our administration because we believe that it opens the doors to economic prosperity and productivity. That is why we have focused on providing infrastructure, manpower and training for all our educational institutions across the State.
Within the last two years, we have established and constructed over 200 Primary and Junior Secondary Schools as well as rehabilitated many others. We also procured and distributed over six thousand chairs, tables and other furniture to various schools. School enrollment in public schools has increased while we embarked on strong enforcement of substandard private schools among the over 1,300 operating in the State.
Work is ongoing on two new Technical Schools in Shendam (Southern Zone) and Pankshin (Central Zone) to further compliment the Technical School Bukuru in the Northern Zone all in a bid to boost our capacity for skill development and entrepreneurship in the State.
This quest for a paradigm shift to technical and vocational education is further boosted by Government’s investment at the Plateau State Polytechnic Barkin Ladi.
The Government has paid greater attention in the development of other tertiary institutions in the State. For instance, many projects have been executed at the Plateau State University Bokkos by the State Government while the TetFund has been gracious to approve some projects that are either ongoing or completed. In addition, we have established three new faculties of Law, Environmental and Health Sciences which will soon take off.
The College of Education Gindiri is also receiving significant attention with the repositioning of the institution to effectively carry out its mandate as a hub for training teachers in the State. Accreditation of most courses was achieved while a Combined Convocation for six sets spanning over 15 years was held.
Similarly, Diploma programmes which were earlier suspended at the College of Arts, Science, and Technology Kurgwi, were restored because of the improved infrastructure and manpower put in place.
To further increase access to education in Plateau State, our combined efforts yielded positive results as the President and Commander in Chief, Muhammadu Buhari approved the establishment of Federal Polytechnic Nyak, Shendam LGA; Karl Kumm University Vom, owned by COCIN; and ANAN University Kwall, established by the Association of National Accountants of Nigeria. This is a great development for which we specially thank Mr. President, the National Assembly, the Minister of Education Mallam Adamu Adamu and others who played active roles.
LEGACY PROJECTS
The Legacy Projects are primarily focused on the health and education sectors across the 17 Local Government Areas.
There are 20 projects made up of 8 Model Primary Schools, 6 Model Secondary Schools, and 6 Model Hospitals which have attained advanced stages of completion.
Government is determined to complete the construction of these world class primary and secondary schools as well as hospitals.
However, owing to some disagreements between the Government and the contractor, there has been a temporary setback which we hope will be resolved soon. Let me however reassure the citizens of Plateau State that by the grace of God, the projects will be completed as the funds have been sourced from the capital market and are safely warehoused.
HEALTH
The Rescue Administration has sustained its commitment to develop infrastructure in the health sector and provide quality health services to the citizens.
We established and launched the Plateau State Contributory Healthcare Management Agency (PLASCHEMA) which has since commenced enrolment of registered citizens to access affordable and qualitative healthcare.
After being abandoned for about 13 years, the Riyom General Hospital was completed and equipped by this administration with additional scope as a Trauma Centre. It is already in use and will be commissioned soon. Similarly, General Hospital Mabudi in Langtang South Local Government abandoned at foundation level is almost completed with additional infrastructure such as the dental clinic and patience relations unit.
Same goes for the General Hospital, Kwall, in Kanke Local Government which was equally abandoned at foundation level, but is nearing completion. All the hospitals will soon be equipped and put to use. We have equally built and equipped several Primary Healthcare Centers across the State.
Following the upgrade of facilities in many tertiary health institutions, we recruited over 412 doctors and other health professionals to provide health services at the various facilities across the State. The efforts of our health professionals have enabled us tackle various diseases such as COVID-19 Pandemic and Cholera among others.
I pay special tribute to these selfless experts, some of whom have paid the supreme prize.
Our health training institutions such as the School of Midwifery Vom and College of Health Technology Zawan have continued to be upgraded to produce the needed manpower for the health sector. They have performed well with Plateau State being rated one of the best in Basic Nursing Training. In fact, its students have consistently maintained 100 percent in Nursing Council Qualifying Examinations. HND programmes have also been approved and will commence soon.
In managing COVID-19, the State was proactive in constituting a Task Force to drive the response to the pandemic.
We succeeded in establishing three testing centres; and creating isolation, quarantine and treatment centres. We also set up a Research Team to find solutions to the disease using local remedies. We have also conducted vaccination using the Oxford AstraZeneca vaccines.
So far, we have confirmed nine thousand and sixty-three (9,063) cases. Out of these, nine thousand and five (9,005) were treated and discharged. Sadly, we lost 57 persons to illnesses related to the pandemic. It is however heart-warming to note that because of our robust intervention and commitment, Plateau State has been adjudged the 3rd best in response to COVID-19 in Nigeria. Given that the disease is not over yet, I urge all citizens to continue observing all protocols towards overcoming the pandemic.
At this point, I wish to pay special tribute to the late Permanent Secretary, Ministry of Health Dr. Martin Polycarp Azzuwut who died recently in his sleep of conditions not related to COVID.
He was a key player in our fight against the pandemic and gave his best to save many lives. May his soul, and the souls of all departed rest in peace.
AGRICULTURE AND RURAL DEVELOPMENT
Realising that agriculture is one of our areas of comparative advantage as a State, we have devoted significant attention to expanding the horizon of our farmers and providing them with farm inputs, quality seedlings, agro-chemicals and markets for their produce.
In providing fertilizers to our farmers, the Bokkos Fertilizer Blending Plant which was revived and concessioned to Bajefta Group is up and running and providing the product to our farmers. Government has also consistently subsidized seedlings and other farm inputs to farmers.
The BARC farm in Zallaki was re-acquired while the Agricultural Services and Training Centre Ltd. (ASTC) was re-invigorated. We have also gone far with plans to implement Ranching in Plateau State through our participation in the National Livestock Transformation Programme (NLTP).
To this end, we established the Plateau State Livestock Transformation Programme and sent an Executive Bill to the House of Assembly, which when passed into law will end open grazing in Plateau State and promote better Livestock production and other economic value chains.
About 400 extension workers were recruited and deployed to the 17 Local Government Areas. More than 3,000 rice farmers and 5,000 farmers were successfully assisted to enroll into the Anchor Borrowers’ Programme. In addition, Plateau State was declared as a Wheat and Barley Centre of Excellence after research by the Lake Chad Research Institute showed that 18 varieties of wheat can be cultivated in the State.
Under the Potato Value Chain Programme being implemented in partnership with the African Development Bank, we have completed the Tissue Culture Laboratory in Mangu and several market stalls, storage and processing centres in Bokkos, Mangu, Barkin Ladi, and Bassa LGAs.
We have equally increased farmers’ capacity and yield, by providing quality seeds and teaching them modern production methods. Together with the private sector, Plateau State will soon resume the export of exotic flowers to the world.
AUTONOMY & LOCAL GOVERNMENT ELECTIONS
In recent times, the issue of autonomy for the Judiciary, Legislature and Local Government has been on the front burner in the country. For us in Plateau, we have gone far in the implementation of various aspects of autonomy for all tiers and arms of Government. Even before the negotiations and strikes, we have implemented full autonomy for Local Governments in Plateau State. They now fully handle their affairs including payment of staff salaries.
The Judiciary and Legislature have also been enjoying some aspects of autonomy pending full implementation arising from recent negotiations with members of the Nigerian Governors Forum who have all signed to implement the Memorandum of Understanding.
Once the modalities are worked out, we shall complete the full implementation in Plateau State.
As for Local Government Elections, the Plateau State Independent Electoral Commission (PLASIEC) has rolled out the time table and guidelines for the conduct of elections later this year. I urge our citizens to be ready to participate in the exercise and also abide by the guidelines to ensure the process is free of violence or irregularities.
On its part, Government will give PLASIEC and security agencies all the needed support to ensure that no one threatens the peace and unity of the State under the guise of Local Government Elections. Those who choose to resort to violence rather than approach the courts and legitimate structures to express their grievances before, during and after the elections will not be tolerated.
My dear citizens, we are determined to ensure that we leave behind a legacy of hope, prosperity and peace for this generation and generations to come.
That is why we continue to solicit the cooperation of all citizens irrespective of any differences in the journey towards building a greater Plateau.
At a time when we are contending with the Corona Virus pandemic, there is need for us to work together in forging ahead in order to overcome all the setbacks caused to both the people and the economy by the disease.
Let me reiterate my call to all citizens to abide by the guidelines for preventing the disease and also take personal responsibility for their health, as experts have indicated that we may have to live with the virus for a while. Let us make ourselves available for the vaccine which is free and voluntary. My family and I as well as other Government officials have taken the vaccine without any negative impact.
As we commemorate the 2021 Democracy Day which marks 22 years of the return to democratic governance, I wish to appeal to all citizens of Plateau State to put the interest of the peace and stability of our land above personal, religious and political sentiments.
We have to build a society that promotes freedom, justice, tolerance and reconciliation.
We all have to bear in mind that we have a role to play in not only sustaining the democratic culture, but also standing up for good governance and politics that seeks to serve rather than be served. Those of us in one position of authority or the other must serve with the fear of God and accountability to the people we serve.
Our nation is passing through a difficult moment, which we must not allow to diminish our hope and faith. We shall emerge stronger if we work together in overcoming poverty, insecurity, religious fanatism, ethnic bigotry, intolerance, lawlessness, political rascality and corruption which are major threats to our democracy and national cohesion.
PREROGATIVE OF MERCY AND STATE PARDON.
Finally, in the spirit of the 2021 Democracy Day and in thanksgiving to God for guiding us through the last six years, and in exercise of the powers conferred on me as Governor in Section 212 of the Constitution of The Federal Republic Of Nigeria 1999 (As Amended), after due consultation with The State Advisory Council On Prerogative Of Mercy, I have granted various categories of pardon to seven (7) Prisoners for their good conduct.
All these pardons are granted for reasons of good conduct, with effect from the different dates of sentences. The concerned persons are:
NANFA GWANTUR (Death Sentence commuted to life imprisonment)
TIMKUR LAVEN (Death Sentence commuted to life imprisonment)
PONZING NANSHE (Death Sentence commuted to life imprisonment)
DAUDA JOSHUA (Death Sentence commuted to life imprisonment)
WASA ZACHARIAH (Death Sentence commuted to life imprisonment)
DAVOU DALYOP MANCHA (Absolute Pardon), and
CLETUS AUGUSTINE (Absolute Pardon).

Within the last seven (7) days, the people of Plateau State and the members of the All Progressives Congress (APC) were in a jubilation mood as the State Governor. Rt. Hon. Simon Bako Lalong continued to inaugurate and commission some of his administration’s project for the State.
The exercise commenced ahead of the commemoration of the just celebrated Democracy Day.
Governor Lalong started by first inaugurating the rehabilitated Pankshin Water Project, which had broken down and unable to provide water to the people of Pankshin and environs.
According to a press statement signed by, Dr. Makut Simon Macham, the Director of Press and Public Affairs to the Governor, dated, 11th June, 2021, Governor Lalong, while inaugurating the facility said his administration would continue to do its best in delivering on projects that have direct impact on the citizens.
Adding that, “He urged the people to guard the facility as Government has done the first part of its duty by providing the critical water infrastructure which must not be destroyed or vandalized”.
Within the 7 days also, at the Pankshin Mini Stadium, the Governor witnessed the midterm report presentation of Member representing Pankshin, Kanke and Kanam Federal Constituency of Plateau State at the House of Representatives, Rt. Hon. Yusuf Gagdi, where cars, wheelchairs, and other empowerment items were distributed to beneficiaries.
“Borehole drilling equipment and a Constituency Office were also inaugurated”. The government statement stated.
The statement further stated that, “Governor Lalong, later inspected ongoing work on a model primary school in Mangu which is ongoing with plans for elaborate development.
“The Governor then proceeded to commission some roads in Jos South Local Government. These include the Anguldi-NVRI Vom road; Zawan-College of Health road and the Rayfield-Zarmaganda/Church of Immaculate Conception Road networks.
“Afterwards, he arrived the Old Airport Junction Road to commission the Jos-Bukuru solar powered street lighting project which has been in use for about two years now without formal commissioning.
“The Governor said the projects were executed as part of fulfilling the desire of the Rescue Administration to develop critical infrastructures which are key to the economic development of the State.
“He said that is the reason why he chose to complete inherited projects rather than allow the people’s investments to be lost because of political differences.
“The Governor said all the 28 new projects he initiated are being completed accross the State including the 20 roads that were carried out within the Jos Bukuru metropolis under a special rehabilitation programme tagged ‘operation zero potholes’ which are being commissioned”.
With the period under review, Governor Simon Bako Lalong of Plateau State also felicitated with the former Governor of Bauchi State, Alhaji Adamu Muazu on the occasion of his 66th birthday.
Governor Lalong in a congratulatory message described the former Governor as, “an astute politician who has continued to serve the people of his State and the nation passionately”.
While wishing him many more years of peace, good health and God’s protection, Lalong urged him to continue to work towards supporting efforts to overcome many challenges of the nation by offering his wealth of wisdom and experience.
In another development, Plateau State Governor and Chairman of the Northern Governors Forum, Rt. Hon. Simon Bako Lalong has congratulated the Speaker and Honourable members of the Plateau State House of Assembly for their doggedness in carrying out their legislative functions which have strengthened democracy in the State in the last two years.
Governor Lalong described the 9th Plateau House of Assembly under the leadership of Speaker Abok Nuhu Ayuba as very proactive and collaborative in the governance of the State.
He commended them for passing critical laws that have direct bearing on the people and also carrying out robust oversight of the Executive which has strengthened accountability and transparency in governance.
While urging them to redouble their efforts in carrying out their duties and responding to the needs of their constituents, the Governor assured them of the support and collaboration of the Executive towards improving the living standards of the citizens and providing security and peace.
On autonomy, the Governor assured them that the Executive has been very positive towards implementation which explains why even before the recent agitation, many aspects of Autonomy have been implemented with just a few aspects to be tidied up once modalities are worked out.
Similarly, the Governor has also congratulated the leadership and members of the National Assembly for marking two years in office.
Governor Lalong extended warm felicitations to the Senate President Ahmad Lawan and other distinguished Senators as well as Speaker Femi Gbajabiamila and Honourable Members of the House of Representatives.
He said as members of the 9th National Assembly, they have shown passion and commitment to the economic and socio-political development by passing many laws and giving several approvals towards tackling national challenges such as insecurity.
Lalong urged them to write their names in gold by carrying out a thorough review and alteration of the 1999 Constitution by ensuring that the wishes of the people are reflected for a better Nigeria.
Governor Simon Bako Lalong of Plateau State has said he is very happy with the appointment of Mnsgr. David Ajang, as the Bishop-elect of Lafia Diocese.
The Governor said Mnsgr. David Ajang had devoted himself to prayers and the spiritual wellbeing of the state during his tenure, as the Chaplain of the Government House Chapel.
Lalong who gave this remarks when the Catholic Archdiocese of Jos, presented the Bishop-elect of Lafia Diocese Mnsgr. David Ajang to him, said, “Although the State would have wished to have him continued to serve in his former capacity, it is also aware that, this elevation is the will of God and he also has an assignment to discharge in that part of the country”.
According to the release signed by, Dr. Makut Simon Macham, the Director of Press and Public Affairs to the Governor, dated, 9th June, 2021, Governor Lalong used the opportunity to call on the Church to continue to pray for peace and security of the nation, as well as, encourage their members to embrace peaceful coexistence and support leaders.
While wishing the Bishop-elect well, governor Lalong promised that, “the State will be there to witness his official ordination as Bishop slated for the end of the month”.
Earlier, while leading the delegation to the Government House Rayfield, Jos, on behalf of the Archbishop of Jos, Rev. Dr. Matthew Ishaya Audu, Mnsgr. Benedict Obidiegwu said the appointment of Ajang as the Bishop of Lafia is a good development for the Archdiocese of Jos, which is proud to have had the privilege of grooming him for this very important assignment.
He appreciated Governor Lalong for giving Msgnr Ajang the opportunity to serve as the Chaplain, Plateau Government House Chapel and giving him the necessary support to succeed and be recognized for higher responsibilities.
Obidiegwu said, the Archbishop of Jos and the faithful are optimistic that, “he will succeed in his new assignment having received training, support and prayers”.
Plateau State Governor, Simon Bako Lalong has pledged the State Government’s support to the family of late Dr. Martin Polycarb Azzuwut, the Permanent Secretary, Ministry of Health Plateau State, who died on 3rd June, 2021.
Governor Lalong, who expressed deep shock, over the demise of Dr. Martin, describing his death, “as a sad development and a great loss to the state”.
Governor Lalong, who visited the residence of the deceased in Rayfield, Jos, to condole with the family said, he was saddened by the death of, Dr. Martin Azzuwut, who apart from being a medical doctor that worked hard to assist people in need of medical attention, “also exhibited high sense of duty as Permanent Secretary”.
In a press statement, which capture his visit, signed by, Dr. Makut Simon Macham, the Director of Press and Public Affairs to the Governor, dataed, 9th June, 2020, Governor Lalong added that, “We relied on Dr. Martin a lot during our battle against COVID-19 and other health challenges. He was a hardworking and committed civil servant, who performed very well.

“He was appointed as Permanent Secretary without anybody lobbying for him. He has proved me right that the decision to appoint and deploy him to the health Ministry is a good one”.
Governor Lalong urged the family particularly the wife and children to take solace in his good legacies of “hard work, professionalism, diligence and honesty”.
He pledged the support of the Government to the family.
Representative of the family, Mr. Andrew Azzuwut, appreciated the Governor for the visit and said the family was comforted by the kind and reassuring words of the Governor, who has demonstrated genuine humility, service and compassion not only to the family, but other grieving families in the State.
Governor Simon Lalong of Plateau State has expressed outrage over the killing of a Senior Special Assistant to Benue State Governor, Samuel Ortom, on Security, AIG Christopher Dega (rtd.) by unidentified armed men.
Governor Lalong, in a statement signed by, Dr. Makut Simon Macham, his Director of Press and Public Affairs, dated, 2nd June, 2021, while reaction to the incident, described it as “unfortunate and totally appalling”.
Governor Lalong who sends his heartfelt condolences to his colleague Governor, Samuel Ortom, over the sad loss said the murder of the retired senior police officer, who was reportedly shot dead by yet to be identified gunmen in Bukuru is condemnable and will not go unpunished.
Lalong said the incident though isolated, is another handiwork of crises merchants, “who want to rupture the substantial peace of Plateau State and create fear in the minds of the people”.
He said, “My heart goes out to the family of the deceased and to the Government and people of Benue State over this sad development. I have been in touch with the police and other security agencies in the State with a clear directive to swiftly arrest the perpetrators of this heinous crime and bring them to justice”.
Governor Lalong said the confirmation of arrest of some suspects by the Plateau State Police Command is an encouraging step, but more investigation must be carried out to get to the root of the matter by unraveling those behind this dastardly act, their motives and prevent future occurrence.
Lalong further appealed to the citizens of the State to do more in being security conscious, gathering and passing relevant information to the security agencies as well as using the informal security architecture for necessary action in crime prevention and immediate response.
